Medical Bills
To ensure timely processing, providers are to submit medical bills electronically. Electronic submission improves accuracy, reduces delays, and allows for faster communication throughout the life of the bill.
FSBIT partners with Jopari to provide a secure and efficient platform for electronic billing and payment services. Providers are strongly encouraged to utilize Jopari’s Remittance Gateway® to streamline submissions, receive electronic payments, and access detailed billing information. This system enhances transparency, reduces administrative effort, and helps ensure that bills are processed as quickly and accurately as possible.

FSBIT Medical Bill Submission Transition – Full Q&A
1. Jopari is FSBIT’s preferred provider for medical bill submissions. We encourage all providers to set up electronic services for bill submissions at an affordable cost.
2. Effective July 20, 2026 FSBIT is eliminating fax and email medical bill submission. Why?
3. What statute requires a verifiable timestamp on medical bills?
Florida Workers’ Compensation law — specifically Florida Statute §440.13 and its associated administrative rules — requires carriers to maintain verifiable documentation of the date a medical bill is received.
According to the Florida Division of Workers Compensation, meta data that FSBIT collects, including audit trail logs and meta data on faxes and emails we receive, do not meet these requirements because “they lack standardized, verifiable receipt timestamps.” FSBIT has worked to negotiate this point for several years but the DWC and drawn a line and we are reaching full compliance on July 20, 2026.
4. What submission methods meet the timestamp requirement?
FSBIT will accept medical bills only through channels that generate an efficient and secure, auditor approved timestamp.
- Electronic (Preferred):
- Jopari EDI (837/275)
- Jopari Secure Portal Upload
These methods provide an auditor approved timestamp, automatically logged and fully traceable within the bill review system.
- Mailed bills is also an accepted method:
Mail provides a physical chain of custody and a manually date‑stamped receipt that meets audit requirements.
- Non‑Compliant Methods (Discontinued):
- Fax
These methods do not provide an efficient auditor‑approved timestamp and therefore cannot be used.
5. When will fax and email submissions be discontinued?
FSBIT will phase out fax and email starting June 20, 2026. The final day for fax and email submission will be July 20,2026.
The final cutoff date will be communicated to all providers.

8. Does this apply to reconsiderations, corrected bills, and appeals?
Yes. All bill types — including reconsiderations, corrected bills, and appeals — must be submitted through Jopari or by mail so that each submission has a compliant, auditor‑approved timestamp.
9. How do I set up my Jopari account?
If a provider is not already an eBill submitter, they can enroll at https://www.jopari.com/ebill-enrollment/ or reach out to Leads@jopari.com for assistance getting set up.
To submit eBills to FSBIT through Jopari clearinghouse, please utilize payor ID J4703.
Submitting eBills through the portal requires them to be able to create an 837 file and then upload it in the portal.
As long as you are enrolled in the portal for the same Tax ID that you utilize to send bills to FSIBT, you can view your FSBIT-related activity, as well. Everything in the portal is tied back to your Tax ID.
